KTS blocking Rufus latest and old version

hello,

 

recently i am facing an issue when trying to create a windows 10 or 7 bootabaleUSB drive.

the process stops at very begining while formatting the USB drive and given an error unable to create partition. 

the USB drive and Rufus protable files is working fine on other comouter that is without KTS.

 

please help

I installed rufus with chocolatey and it works flawlessly.
