Internet speed throttled by KIS2019 [Closed]

I have 1Gig internet plan with xfinity. Here is my speedtest reults: 400+mbps KIS enabled. 900+mbps KIS disabled. KIS 19.0.0.1088(e) Windows 10 Pro x64 OS build 17763.503 CPU: AMD FX-8320 Ethernet Card: Killer E2000 Gigabit Ethernet Controller Driver Version: 9.0.0.49 Driver Date: 9/20/2018 Settings that I tuned: under performance tab. Additional->Network-> un-tick saving data
