I want to be notified anytime an application tries to access the internet

Hello,

I was recently hacked. I walked by my PC and someone was accessing my computer remotely. The mouse was moving and they were clicking on each email individually. They were trying to transfer money from my bank account to theirs. Anyway, since this event, I have tried several different AV and Firewall applications. I am now trying Kaspersky. I want to be notified anytime an application is trying to access the internet. I want the option to approve or deny the access. Is this possible?
