If Yes, Proxy settings is OK. If NO, Please tell us which item is different.

1. Before the certificate issue, when was the last time you could use bing? 
2. Which KIS version & patch(x), x=letter, is installed → on the Windows taskbar or hidden icons, rightclick the Kaspersky icon, select About ? 
3. Is the (System) Hosts file original?

Please check the system process list to see some applications may running in OS , which lead to this issue.

If you don’t know what should do, Please run the following command to output the process list to a txt file and upload to here. Running power shell or cmd.exe as administrator privilege first and execute the following command, This will output the process task list to c:\1.txt.

tasklist /svc >> c:/1.txt
