https localhost block, not trustable, incomplete certificate.

Kaspersky is blocks HTTPS localhost despite add https://localhost to exclusion.

 

Any solution?

Firstly I would update to KAV 21.3…

 

And secondly, try to add an exclusion in NetWork Settings → Scan Encrypted Connections → Trusted Addresses → adding: localhost or 127.0.0.1
