How do I stop Download Denied?

I have added a URL to the exclusion list for kasperky web anti-virus, under trusted URLS.

However kaspersky keeps giving me the download denied for that site. (Yes I need it to download)

This is not a direct download that I click on but background scripts.

How do I stop kaspersky from doing that, what is the point of trusted URLs if they are scanned and blocked anyway?

As an addition to @Bernys post:

the URL 192.168.0.31 belongs to your local network. It should be a server or another client. Can't you copy the file with Windows Explorer?

It is a local web site from a device, it is a script on the site that needs to run, not a file that I would copy over.

Try this:  go to Settings → Threats and exclusions → Specify trusted applications → Add → navigate to C:\Program Files\Google\Chrome\Application and double click on chrome.exe.

Then configure the exclusion as on the screenshot:
