Followed uninstall / reinstall instructions, but CANNOT download to reinstall!

My subscription has over 400 days left on it, but my app hasn't updated databases for 3 months!  Following Kaspersky's instructions, I uninstalled, but when I went to REINSTALL there is a message saying I cannot download!!!  How can I REINSTALL (or get a refund)????  (usa based here)

So after 15 years of using / paying for kaspersky, they're screwing me out of over 400 days of service THAT I PAID FOR? That's bullshit. I followed the procedure outlined on kaspersky to get my screwed up software to work again and kaspersky SCREWED ME.
