Exceeded limit of Activation

So recently i reset my pc and saved the activation code that has 1 of 3 devices protected after the reset it was 0 i tried to use it to reactivate and somehow it said i reached the limit of using it or sum but it was 0 out of 3 devices is that a glitch?
