Do you mean if you’re not in “ Belarus, Oman, Pakistan, Qatar, Iran, Saudi Arabia, and or China” can Kaspersky’s VPN be installed? 

Yes, if you’re not in those countries, as long as the VPN is available & your computer meets KVPN hardware & software requirements, it can be installed.
