Continuous "Download Blocked"

Almost Every time I go to a website, I get the following:
"Web Address HTTP://1986635568" download blocked
Almost EVERY TIME- Cleared my downloads,  still getting it every time-don't see where I can get rid of the constant intrusion effort in Kaparsky action center - Just keeps logging "stopped" event.

Using Windows 10 and Chrome browser-I have full antivirus (etc.) and VPN from Karparsky.

 @Richard Beam, disable all extensions in google chrome and check the problem.

Selectively deleted extensions, used more of the Karparsky “clean up and fix” tools and reviewed settings.  Updated, rebooted.  Seems OK
