Can command line be used instead of VPN application?

From a previous *similar* topic the answer is no, however, it'd be best to log a request with Kaspersky Customer Service, https://support.kaspersky.com/b2c#contacts - as it's not an application malfunction, fill in the Feedback, I have a request OR I have a complaint template & *try* to provide as much information as possible, to enable the VPN specialists to assist. 

Please share the outcome, with the Community, when it's available?
