Cable connection issues with Kaspersky Security Data Escort Adapter

Dear, good afternoon!

I have a problem connecting via cable to my router on the Internet. I have a desktop and with a USB adapter I connect it smoothly to my router, but via cable I can't. I have the following internet adapter:

It turns out that my router network is 192.168.1.1 with mask 255.255.255.0. All of my devices work perfectly via DHCP, which is not the case with the adapter via cable. He puts this address that I don't know where he gets it from:

 Auto Configuration IPv4 Address. . : 169.254.190.203 (Preferred)
 Subnet mask. . . . . . . . . . . . : 255.255.0.0

I already tested the cable connection with a laptop I own and it worked OK. I also tried to put a fixed ip but it didn't work. Has anyone had this problem?
