anonymous ip addresses

When I open VPN I always get the same assigned ip address reassigned again and again.

And lately I see the anonymous ip address for me which I see on speed test in browsers is the same ip address every time I Open VPN over and over again.
Is this normal?

I may be wrong but when I first started using  VPN my IP addresses were random.

 

 

Also sometimes my access internet company has broken my internet connection, the only way I can get back my internet access is full restart VPN app and push  on my VPN start button.

This kind of thing did not happen in the past until recently.

Has there been a change?
