There may be a NIC driver conflict, you can try to upgrade the driver.

Did you solve it? I have exact same issue. With KIS disabled I got 900+mbps download speed but when KIS is enabled the download speed is throttled at 400-500mbps. System monitor shows CPU% shoot up high by KIS.

I disabled Encrypted Connection Scanning, problem solved for me.
