Slow (22 seconds) to open powershell

Hi there.

I was wondering if somebody could help me diagnose the insane long time it takes for powershell to open up. When I open powershell, I get the powershell message but it doesn't give me the command line prompt until exactly 22 seconds later every time:

This also happened with Windows Defender but I noticed with Windows defender, if I disabled realtime protection, powershell would open instantly. I thought maybe Kaspersky would have better realtime protection (I'm a developer so I use powershell a lot) but it seems Kaspersky is also taking forever to scan this.

Is there a way for me to whitelist this or at least see which files it is scanning so that I can maybe clean it up or something? Maybe modules or scripts?

We get a response in less than a second... 

  1. Which KAV version & patch(x), x = letter, is installed, on the Windows taskbar, or hidden icons, rightclick the Kaspersky icon, select About
  2. Which Windows OS version & build -> in Windows Search, type Info
  3. Has PowerShell response time always been poor, if "no", when did the issue start?

3) Definitely not, it started a few days or a week past and I think I was doing some changes to it or installing some compopnents or something? I don't exactly remember.

I thought it was something to do with my installation, however after googling it, I found a solution on Super User stackoverflow: https://superuser.com/a/1411591

When I tried an alternative to the suggested solution of disabling realtime protection in windows defender, it worked flawlessly. Disabling realtime protection changed the startup time to less than a second. After installing Kaspersky and even trying disabling all protection for a minute using Kaspersky's "Pause protection", the startup time did become lower as the title indicates, it still takes a long time to open powershell even with Kaspersky's protection being paused for a whole minute.

Is defender maybe still running in the background or something?
