Thank you? Flood?+? FOUND IT! Using the new admin account, there were programs that no longer auto-started with Windows. Manually starting these apps revealed there is some kind of conflict between Kaspersky and NetLimiter by Locktime Software. They are mutually incompatible - with Kaspersky giving the errors described in this post and NetLimiter GUI going AWOL with no warning or notification.
