Local development sites prevented from loading by Network Attack Blocker feature

For the first time today I have started receiving an ERR_CONNECTION_RESET from my browsers when attempting to load a locally hosted XAMPP development site.
The site loads correctly when the Network Attack Blocker feature is disabled. I am unable to add a local domain e.g. domain.test to the exclusions for this feature as it only accepts IP addresses. This blocking randomly started today and it has been working perfectly prior.

 

Any advice?

Please proceed with an on top installation and update databases + reboot shut down , Kaspersky Plus will import your KTS license and settings.
