Local by Flywheel writing to windows host file problems

Has anyone gotten the local server called Local (formerly by flywheel) ever working with Kaspersky?

I have tried so many things and can't get it done. It keeps stating that it can't write to the host file.

I have removed the read only option from the Windows host file.
In Kaspersky > Settings >  Application control > Manage application I set all files from Local that were in there to Trusted and the Network to trusted and still nothing.
I have set all Local files under Kaspersky > Settings > Firewall > Application Rules to Trusted and also nothing.

Could it be something else not related to Kaspersky? Maybe Windows defender or something?

I had a look and there is nothing special to see.
