Kaspersky Firewall completely blocking / throttling local P2P and Streaming traffic (Sunshine/Moonlight, Hamachi, Radmin VPN) despite rules

Hello everyone,

I am facing a severe issue with Kaspersky's Firewall where it completely blocks or heavily throttles local P2P connections and low-latency local game streaming. Apps like Sunshine/Moonlight (local game streaming), Hamachi, and Radmin VPN (LAN emulators) cannot function properly.

The client devices can technically "handshake" and connect to the host PC, but immediately after connecting, the video stream freezes completely, or the connection experiences ridiculously high latency / packet loss, making it completely unusable.

Here is everything I have already tried to troubleshoot, which did not resolve the issue:

1. Network Properties: Changed the network adapter type from "Public" or "Local" to "Trusted Network" inside Kaspersky Firewall settings.

2. Packet Rules: Manually created Inbound/Outbound packet rules to explicitly Allow both TCP (ports 47984, 47989, 47990, 48010) and UDP (ports 47998, 47999, 48000, 48002, 48010) protocols, moving these rules to the very top of the priority list.

3. Application Rules: Added the executables (like sunshine.exe) to the "Trusted" group with unrestricted network access.

4. Local Subnet Rule: Created a broad rule to allow all TCP/UDP traffic from/to my local subnet range.

The catch: Even if I temporarily "Pause Protection" via the Kaspersky tray icon, the restriction somehow persists in the background network drivers unless Kaspersky is completely closed or uninstalled.

It seems Kaspersky's network inspection driver/filter is intercepting UDP broadcast/P2P traffic, treating high-bitrate local streams (around 50 Mbps) as a network attack or flooding, which causes massive packet drops and immediate freezing.

Has anyone found a workaround for this deep-level packet filtering issue? Are there any specific hidden settings or registry tweaks to stop Kaspersky from interfering with local high-speed UDP traffic?

If this option (always scan encrypted connections) is enabled, switch it back to the default level (upon request) and make sure to restart the listed apps. This option may really block connections, including during AV protection pause.
