Is the linux related function restricted by region?

Is the linux related function restricted by region? I was told I can download kaspersky for linux from kaspersky.com, but given I am in Canada, it redirect me to kaspersky.ca, which doesn't have linux option at all. I have to use vpn to switch to somewhere like South Africa, then the same url have the download link for linux. I am wondering if this is the case for vpn as well.
