Maybe this behavior (converting to Standard) does not happen if the end-user actually had actually activated the Kaspersky Basic product with an actual Kaspersky Basic license key instead of a Kaspersky Anti-Virus license key?
IF KBasic is really no longer included in the product line, than
in some region, users are now activate KStandard instead of KBasic with KAV license. It looks like a special KStandard, which functionality is between the KBasic and KStandard.
This is already happened in some region.

maybe half of KAV users are willing to buy Kstandard in the future and another half will switch to Kfree

you can just try below method to reset windows update：
open CMD using administrator privilege than execute following command one by one:
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
After that reboot your OS and try update again
