Open Kaspersky Total Security (KTS), select Settings⚙, select General, uncheckEnable Self-Defense, select Save, select Yes to confirm the action.
Exit KTS - on the Windows taskbar or hidden icons, rightclick the Kaspersky icon, select Exit.
Go to folder C:\ProgramData\Kaspersky Lab\AVP21.3\Report\ and delete the contents = all files and folders.
Start KTS.
Enable Self-Defense.
Shutdown the computer, using Shutdown, not Restart, power on, login.
Re-check the issue?

Edit: Would be nice if this feature - and it's grip on browser/internet traffic has some better exposure. How is anyone who is not an Kaspersky Expert and or Engineer supposed to find THIS vague and hidden feature - and then realize this is what blocks traffic? Exactly, you don't.
The only solution I had was to default back to Windows Defender - for quite some time. I severely dislike autonomy in my Anti-Virus solutions - expose it better, or accept more users switching. KIS is my tentpole tool against malware - but not without limits.
