    xenstar's post in http/3 support for Kaspersky Internet Security was marked as the answer   
    So my guess was 100% correct. Kaspersky was checking all the HTTPS traffic and converting http3 to http2.

    I blocked these two URLs from my network.

    ksn-url-geo.kaspersky-labs.com
    ksn-verdict-geo.kaspersky-labs.com
    And then now my browser can use the http3.

    So the issue is with Kaspersky.
