If I put some apps in the "Do not use VPN" list and some in the "Use VPN" list, how do other apps behave?

How can I exempt some applications, specifically VideoStream from going through the VPN when it is active?  VS is managed remotely by other local systems for video streaming to my Google Chromecast device on the same network.
