I also asked this of Kaspersky Support when I moved from Total Security to Secure Cloud at renewal. I noticed in the specs it says it comes with the VPN.
When you buy Security Cloud, you get 200mb of secure connection for free each day.
If you want unlimited then you have to subscribe to secure connection separately. Unlimited Secure Connection doesn't come bundled with any Kaspersky package, its a subscription only service.
Would be good if Kaspersky clarified this on advertisements and specification lists.
