We had the same issue, was blocking webcams as well as microphones.
Try disable HIPS, test and see if that works.
If it works then please try:
Enable HIPS.
Open HIPS in the Policy
then: Edit Application Rights for "Trusted" and "Low Restricted"
Click the "Rights" Tab
Scroll down and make sure Webcam is ticked for both of these.
