Kaspersky Security Center 10 blocking camera

We had the same issue, was blocking webcams as well as microphones. Try disable HIPS, test and see if that works. If it works then please try: Enable HIPS. Open HIPS in the Policy then: Edit Application Rights for "Trusted" and "Low Restricted" Click the "Rights" Tab Scroll down and make sure Webcam is ticked for both of these.
