[Kaspersky Cloud Plus Web Control Policy is not applying]

I have also enabled Encrypted connection scan however nothing has changed

Good afternoon, 

 

in a cloud plus console I have enabled a web control policy to block social networks (see screen shots). On the client side is also visible that policy is enabled, however all sites like facebook.com, ok.ru and others are still accessible.

I found the reason, 

 

is it Cloud Plus version? Where can I locate the setting for encrypted connections?
