Yes, I had the same problem. No, I do NOT have any games on my Win 10 Pro installation. My version of KTS was 18.0.0.405(1). I got my clue from the Error log that Windows created after 3 failed attempts to apply the 1903 upgrade:

This one was after I had exited/closed down KTS.
After completely uninstalling KTS (don't forget to save your settings first!) the upgrade from 1803 to 1903 went like a dream. Re-installed KTS and all is well.
