I was able to create the file even after removing user write access to the hard drive as you mentioned. 

I checked the USB as a removable device, but not the hard drive.

 

How can I test blocking the hard drive instead of the USB device?

What exactly does Block on Hard Devices setting protect against specifically?

Security Control setting > Device Contorl setting > Device and WiFi~ > Hard Devices > Block
