I had same issue, and it was blocked by “web control” I tried to allow by exe and particular URL but didn’t work. so I had to disable the web control itself. I bilevel it’s because of Anyconnect is not compatible with Kaspersky see full incompatible list - > https://support.kaspersky.com/12330
