I have the same issue. Clearing the cache only solves the problem temporarily. What I observed is the following:
- Clear the cache and forbid YouTube access, then all is good. YouTube is forbidden.
- Allow YouTube for a period of time so that my kid can access school related content.
- Forbid again YouTube, but this time it does not work. Kid still has access to YouTube until cache is cleared.
Clearing the cache every now and then is not a viable workaround for me. I’d like to have a permanent solution.

I submitted a support case and provided all the information to the technical support team. The response is that this is a bug and we should expect a resolution by the end of May. Here is the response:
Our Escalation Team have just replied to us. According to them, It is a bug 4786657. The bug fix will be in patch I. You will receive it automatically till the end of May. As workaround, you can clear cookie and cache in browser, restart it. Also, you can try to press Ctrl+F5.
