I'm running W10 and W11 in my systems with K2021 21.14, and I can run system chkdsk command without issues.
Just install Kaspersky Plus again, if issues persists then contact to K. Support: K. Support
Also, You are running a Microsoft unsupported Operating System (ended in January 2020).

I think K. does not have only Delete option, for long K. products always had Disinfect and then Delete:

PassWord Manager and KIDs are stand alone apps and just not installing them You are done... but (there is always a "but"), the K. performance tools are integrated in the main product, You can disable most of them.
Most notification in general can also be disabled.

Here You are some features You can disable in KPlus:
- Security Settings -> Weak Settings Scan
- In Performance Settings:
* Application Updater
* PC Performance Optimizations: Clean-Up and Speed-Up (and un tick what you want there)
- Hard drive Health check -> Perform Hard drive Health Scan
Also, You may disable Anti-Banner + Private Browsing (and use uBlock Origin add-on for browsers instead), both modules usually still slowdown the surfing in Web.

There would be another try (without disabling HTTPS scanning for all apps) that will specify an exclusion of encrypted connection BUT ONLY for OneDrive app, this can be implemented via Intrusion Prevention OneDrive rules, this as an example but with FireFox.exe app:
You may apply this exclusion to all OneDrive related system services.

I think KPlus probably can defend against them, specially via NetWork Attack Blocker module, but in this case Your 1st line of defense is the router, You may up the FireWall level of security of Your router, or think about acquire a hardware based firewall security solution.
