[How To Create A Policy To Disable CMD & PowerShell ?]

Hello Everybody I have Kaspersky Security Center V14

And I Need To Create A Policy To Disable CMD & PowerShell 

[Kaspersky Keep Asking For Restart]

Hello Everybody 

I'm tring to install a pakage of Kaspersky Security For windows server with agent 

but before it finish and in last step of install kaspersky for server it show

" error occurred during installation. details are available in setup wizard "

as shown in pictures and this is the log files

also i wanna hint to that when i tryed to remove the agent i coulden't because it ask the password and when i tryed 

to enter the password of KSC it show invalid Password So i tryed to delete the agent using the official tool here

and it is already deleted also i delete all old data from program files, temp files and registry then i tryed to install it again

but it is show the same error and also i can't delete the new agent with the same reason before
