This issue could eventually be related with your ISP , did you try 3G & 4G ?
On None of them above if it's mobile network. I'll contact to my ISP as well.

I do have Kaspersky VPN Secure Connection more than 2 years and I am extremely happy with the product. Recently I have been facing connection issues on my android phone.
Error/issue occours when mobile data is switched. When I am on wifi, it works flawless. However when I am on mobile data Kaspersky VPN can not establish a connection.
Reinstalled, cleared cache, restarted phone several times and it doesn't work.
Any suggestions?

Solved.
The issue was being a beta tester, uninstalled beta version, quit beta program and it's working flawless.
