capacity of this file about 22.8 GB
why capacity of this file is very large?

That is a tracer log. usually, it is use when anyone request for a tracer log, when you facing problem with admin kit. You have turn it on, but forgot to turn it off. So, it keep on collecting the trace, until it become that big. Launch the tracer file, or you can download here and turn off everything. You can delete the file after that.
