This is a special category of threat, called riskware. Also detection of this kind of threat can be disabled in the settings of the product.
Whether or not the program can be modified for malicious intent (which, gee, would seem like something that any program could be susceptible to) is not a valid qualifier of what is or isn't a legitimate program.
RealVNC is, among other things, widely used, commonly accepted, serves a legitimate purpose and is presently available. Just because someone might have hacked it to perform tasks unintended to the user whose computer it is installed on does not give Kaspersky carte blanche to kill it without warning.
