I would suggest Kaspersky to make a link scanner like Norton Safe Web, Exploit Prevention Labs: LinkScanner, and McAfee Site Advisor. It would be great with a toolbar with it.

Scanning static links doesn't make sense from the security point of view - links should be scanned as soon as the content actually loads, no sooner, because there is NO GUARANTEE that:
* You will get the content from that link without being redirected first
Case in point:
http://info.drweb.com/show/3462/ruCheck this link with any of the link-checkers. It's supposed to bring you to a site in Russian, but if your OS and/or your browser is English, and especially if you are not in Russia, you won't get there; you will be redirected to (if you are lucky) the same article in English. How will you know that that page is actually clean? Your link checker won't tell you, trust me. The redirection is determined by the server's settings and there's no way for your local protection to check those settings...
* You actually get the file you intended to get as soon as you activate the link that was just checked.
I will not give a case in point here; just take my word for it - if two users click one link, the file they'll get will be different in most cases; besides, odds are great that it will be a file that is different from the one that was just checked. Checking that link in advance does not have any impact on that.
P.S.: McAfee Site Advisor is nice, but comparatively useless - what is green (safe) now, may be red (dangerous) within a couple of minutes.
