My suggestion is that if you disable the spam feature in KIS (mine is 8.0.0.454) or turn off KIS altogether for some reason, you should be able to open up Outlook Express or Outlook without the spam toolbar being at the top.

You can disable the Windows/Outlook toolbars, but for some reason not the KIS spam ones wierdly.
