I have an extra license for KIS 9. Can I use it for my HTC Diamond to support Kaspersky Mobile?

No.

KIS license is only valid for KIS, not for Kaspersky Mobile, you can buy your license of Kaspersky Mobile with 30% of discount for Kaspersky users.
