Currently I have 2 Admin Servers and my pc's are split between them. When have 2 main policies. One for inside the network and one for laptops when they leave which basically turns on full protection. The problem I have is if the server goes down it kicks the policy on inside the network. Is there a way to Cluster the Admin Kit Server or somehow make it redundant? We use DNS names for teh PC's to reach the server.

I Think this can help you:

How to temporarily reconnect a client computer to another Administration server.

Yes this information helps and we are looking at it as part of the solution, but I would also like to Cluster each Admin Server so that if one server has a failure the other would step up and take over so the clients would not lose communications with the Admin Kit.

So if the server goes down or the Admin Kit crashes ... is there a trigger for that?
