Very easy/fast for implementing and usefull.
In database updates for each new release please put into about latest available product version for all languages.
When database update will be downloaded and license is valid, there will be notification message displayed for the user - "There is available new product version" (like messages "databases are not actual" - user will be able to click "disable this notification"). There should also displayed such info in the tooltip available under icon on the notification area (where you have info about product versions and databases date).
Of course, info about new release will be displayed only when there is available an update for the used product language version.
Maybe there should be checkbox in the settings too - inform me about beta releases.

In this forum I have seen at least two comments about it. Decisions can be always changed. When users will download new releases, will be more protected, etc. etc. You can always make it optional ("inform me about releases" in the settings, which will be disabled by default).
Correct. Untill that time you can subscribe to news flashes in KL personal cabinet.
