Can I set the admin kit to send an email if a user makes a change to any of the Kaspersky workstation components like firewall rules or any other setting?

I think, It's not possible. If you want to block the settings from user changes only, u can create a policy and lock that and also you can create password.

I don't want to prevent users from making a change. I just want to be notified when they do. Sometimes, a user will need to make a change if KAV is preventing something from working correctly. I want the notification so I know to set it back to the way it was later.

It not possible. The only notification is available for disabling prevention.

You can watch for the "Audit" menu which is under the "events" in node in Administration Kit if I remember, there may be some events related to changes made by users on settings of KAV.

At my environment, password set but KAV preventing mode can set to user prompt function.
No application or regular process are affected.
This is prevent user to close KAV and do any changes in setting.
But it won't prevent users to access anything unless you set in policies.
My 2 yen.

I see something in there called Enabling/disabling protection components. I'm not sure if this is what I need though.
