Have you tried to activate KMS with MS Active Sync?

By the way, are you sure that you entered the right activation code?

not sure if this will work for you,
but try to connect your phone with one connection (either GPRS/3G or WiFi), not both, then try to re-activate it.

Make sure that your connection really works as well.
