Please specify the full name and version of operation system where you try to add the license key.

perhaps you run it using an account that differs from kluser.
Note that this file has permissions 640, i.e. it's not writable for others.
Permissions to upper catalogs may also have meaning...

I would suggest you to run keepup2date with strace in order to find out what system call fails and due to what reason.

Fixed

with strace a see that /var/opt/kaspersky/kav4proxy/licenses is owned by root
a chown kluser /var/opt/kaspersky/kav4proxy/licenses fix the problem
