I made a packet rule to deny all outbound TCP traffic to remote ports 139,445. It is at the top of my rule list.

But I am still able to connect to and explore windows shares.

What am I missing?

OK So I see now that it says
"rules for security zones have higher priority than blocking packet rules"

So is my only option then to change the local network to "Internet" Security Zone, to be able to apply packet rules to prevent the computer from accessing windows file shares?
