I have kaspersky 2013 on win 7 pro 64bit, it has detected Malware which shows up in the "Threats" dialogue screen.
Next to each malware threat is a drop-down box with "fix" pre-selected.
I click on "Fix" and nothing happens.
System-tray Kaspersky icon continues to have "Exclamation Mark" showing "Malware detected".

Please post a screenshot of the detection details. Display Reports > Detailed Report > Detected threats.
Right click the Detected bar, and insure Path is selected. Right click the Detected bar again and insure File is selected.
Make sure the columns are widened enough to show all details.

1. Reproduce what you want forum members/moderators to see (see above).
2. Press the “Prt Scr” key (usually next to the F12 key).
3. Open the Paint program (Start > All Programs > Accessories > Paint).
4. Select Edit > Paste > File > Save As (jpeg or png).
5. Give the file a name and save it in a convenient space (the desktop works well).
6. When replying, Browse > click once to select file > Open > Upload > add reply.

after a reboot the sys-tray icon still displays malware alert...

(Forum will only allow 1 image <= 300k)

As you can see the sys-tray icon still displays malware alert, however it no longer shows in threats panel.

It shows as inactive. Right-click those two entries and select Delete. Then run a full scan.
